2025 - 2045 Comprehensive Plan Update
Last Content Update:
Washington State's Growth Management Act (GMA) [Chapter 36.70A Revised Code of Washington (RCW)] requires many cities and counties review and update their Comprehensive Plans (Plan) every ten years to ensure they are up-to-date and remain relevant.
The next update to Mount Vernon's Comprehensive Plan is currently due at the end of 2025. The 2025 Update will plan for population and employment growth from 2025 to 2045.

This Comprehensive Plan update is the City's "road map" for future growth over the next 20 years (2025 - 2045). Community input is vital in this process. Policy decisions will be made impacting your City.
HOW TO RECEIVE NOTIFICATIONS
There will be many opportunities for the public to be involved in this process. PUBLIC PARTICIPATION PLAN
- In December 2024 an initial Public Participation Plan was adopted by the City Council - click HERE to download
- In June 2025 City Council approved an amended Comprehensive Plan Schedule with the purpose of adopting Comprehensive Plan amendments and development regulations to allow and encourage missing middle, affordable, shelter, transition, emergency and permanent supportive housing. City staff are working on updates to the initial (December 2024) Public Participation Plan to ensure the public is provided with early, ongoing, and meaningful ways to be involved with this Comprehensive Plan update.
Community Meetings
The Development Services Department (Department) hosted two Community Meetings in 2025, and additional meetings will be held in 2026. Copies of materials displayed, presented and handed out at these meetings are below.
