City of Mount Vernon – 2026 Opioid Settlement Funds Grant (OSF Grant)

Application Deadline: April 3, 2026, by 5:00 PM
Purpose:
The City of Mount Vernon announces the availability of an estimated $100,000 in opioid settlement funds (OSF) to fund Skagit County community causes consistent with those listed in the One Washington Memorandum of Understanding Between Washington Municipalities. These funds are intended to address the impacts associated with the opioid epidemic within Skagit County, Washington.
Eligible Applicants:
- 501(c)(3) nonprofit organizations
- Private developers/builders
- Public Housing Authorities
- Local Law Enforcement Agencies
Applicants may apply independently or as part of a partnership. In the case of partnerships, the roles of each entity must be clearly defined.

Applications must be submitted electronically:
All submissions must be complete and received no later than 5:00 PM on April 3rd, 2026. Incomplete or late applications will not be considered.

The City of Mount Vernon reserves the right to reject any or all proposals, revise the NOFA, including evaluation criteria, or postpone the selection of any proposal at its sole discretion without cause.
This Notice of Funding Availability (NOFA) does not constitute an offer, a commitment, or an intent to contract. The City of Mount Vernon reserves the right to pursue any ideas generated through this process, modify timelines, amend or retract the NOFA, and reject any submissions.
Once submitted, all proposals and related materials become the property of the City and are considered public records subject to public disclosure, unless specifically exempted by law.
To apply, applicants must acknowledge that the City will not be responsible or liable for any losses the respondent may incur due to the disclosure of information or materials to third parties, nor for any use of such information or materials by third parties. Applicants must also agree to waive any future claims related to this disclosure.
All preparation costs and related expenses are the sole responsibility of the applicant. No applicant shall have any claim against the City for costs incurred in responding to this NOFA or in any negotiations, modifications, presentations, or other actions taken to secure a contract for the transfer of funds. The City retains the right to terminate the NOFA process unless and until a contract has been duly authorized by ordinance and signed by both the City and the applicant.
