Permit Details

The NPDES Phase II Municipal Stormwater Permit was issued by the Department of Ecology in February of 2007. The permit requires the city to implement a Stormwater Management Program designed to reduce the discharge of pollutants from the stormwater sewer system into waters of the state. The program includes five required elements:

  1. Public Education and Outreach
  2. Public Involvement and Participation
  3. Illicit Discharge Detection and Elimination
  4. Controlling Runoff from New Development, Redevelopment, and Construction Sites
  5. Municipal Operations and Maintenance
  6. Monitoring and Assessment

Requirements

While the permit was issued in February of 2007, requirements are phased over the five-year term of the permit. The city’s Surface Water Management Utility (SWM) is well established and is meeting the NPDES Phase II Permit Program elements as they become required.
