What is a PROS Plan?
The Parks Recreation, and Open Space (PROS) Plan is a 6-year guide and strategic plan for managing and enhancing parks, open space, trails, and recreation and event opportunities for the Mount Vernon Community. The PROS Plan will:
- Create a vision for Mount Vernon parks and recreation system
- Help define and meet the needs of residents
- Establish goals, objectives, and actions
- Identify service levels, costs, and funding options
- Recommend implementation strategies for capital projects
- Eligible for State of Washington grants

Why should I participate?
The PROS Plan was last updated in 2014. Since that time the City has grown and changed. To ensure the community priorities are reflected in the decision, we are creating opportunities for inclusive participation throughout the process. The PROS Plan will establish a long-term vision that will help guide how money will be spent and what services the City will offer for the next 6-years. The Plan will reflect the voices of the Mount Vernon community members and support the vision of Mount Vernon as a thriving, welcoming community where people of all ages, cultures, and economic backgrounds live, work, play, and most of all, call home.
