Notice is hereby given that the City of Mount Vernon, WA is accepting Statement of Qualifications from firms to assist the City with project management and preliminary architect/engineering services needed to proceed toward funding, design and construction of a new library, senior center and parking garage facility. Firms wishing to be considered are requested to send one copy (maximum 15 pages) of their Statement of Qualifications to the Mayor's Office, 910 Cleveland Avenue, Mount Vernon, WA 98273 by 4:30 p.m. on Thursday, September 27, 2018. The Statement of Qualifications should include resumes of project team members as well as related firm experience. Recent relevant project experience (within the last five years) is most important. Experience with design/build and other alternative project delivery methods & facilitating applications to the Project Review Committee of the State Department of Enterprise Services is desirable.
The City intents to build a new library, senior center and parking garage facility on public land (0.80 acres) in downtown Mount Vernon that currently contains a surface parking lot. The need for this project is well established (see the associated 2014 feasibility study and the 2018 vision paper on the City website). The entire project is expected to cost approximately $27 million. At this juncture, project management and preliminary architect/engineering are needed beginning October 2018 to refine a plan for the project in order to (1) fit the project concept onto the existing City owned land with sufficient understanding to proceed with detailed, design/build or other alternative project delivery methods, and (2) define the cost of the project in order to proceed with its construction in 2019.
Disadvantaged, minority and women-owned consultant firms are encouraged to respond
and will be given maximum practical opportunity to participate.
The City of Mount Vernon in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, non-discrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.
