FEMA Approves Flood Protection System

  • The Federal Emergency Management Agency (FEMA) has issued the City of Mount Vernon a Letter of Map Revision (LOMR) for the City’s flood protection infrastructure (floodwall) - click HERE to view
  • The City’s preliminary work on the floodwall dates back to 2004. Groundbreaking in 2009. Work complete in late 2017
  • The floodwall cost $30,914,770; and was completed over the past decade in 3 phases
  • Funding for the floodwall
       -  28% City of Mount Vernon
       -  43% Washington State
       -  10% Federal
       -  19% Local
  • City has entered into a required 90-day public comment period, to end October 25, 2019
  • The floodwall protects vital downtown property, commerce and infrastructure from small and large flood events; and removes the downtown from the FEMA 100-year base flood elevation
  • Floodwall project is a key component of the City’s comprehensive Downtown Redevelopment Plan; and added the Riverwalk and Riverwalk Plaza to downtown riverfront area
  • City anticipates additional interest from developers and businesses looking to invest in the city’s Downtown Core
  • “The completion and approval of the floodwall project marks the end of a long, complex, and arduous process for the City,” Mayor Jill Boudreau said. “And at the same time, it launches the beginning of an unprecedented opportunity for economic vitality in our city.”
  • The City expects to realize river front development that has been a part of its comprehensive plan for some time; including hotels, restaurants and market rate condominiums along the 1.3 mile river walk that parallels downtown.
  • The Mount Vernon historic downtown is also within a federal Opportunity Zone, which allows for significant tax advantages for longer term investment.
